I assume it's the ANC, and of course everywhere else.
Corruption has been embedded so deeply, and sinks/conceals deeper every day.
There's an apprenticeship for these cunts. Probably starts with removing their moral compass,
and it's all South from there.
I hate to say it, but I don't think there's any way back; no revolution will ever correct it.

The notes I got from this: corruption; probably political; no ethical purpose of direction; money is the purpose. The title giving a perspective that led me to think of the waste of earth's resources (L2).

I think this is a poem that the reader must take away in their own way. The pithy write is terrifically image strong,
abstract but like the best abstract paintings it speaks many languages. Like how it seems to ask the reader to
interpret its brief words. Exceptional!

The buck stops nowhere.
I am guessing that's an allusion to president Harry Truman's assertion that "the buck stops here". No more it seems. There is no accountability in the swamp anymore. Is this how it all ends?

Yes, it's an outsider's commentary on current American politics and the Truman allusion you identify is correct except I say floats nowhere.
Collapsing empires have no reverse gear. Traditional Western civilization appears to be undergoing various forms of demolition that collectively imply radical social engineering. Unless something amazing occurs, the current trajectory of world events leads to thermonuclear warfare. I won't mind being wrong about this analysis.
Kindly forgive my general absence but the daily electricity supply is heavily rationed here and as such leaves minimal opportunity for the frivolity of online poetry. K and I are in the process of reorganizing our domestic supply and that should make a difference in this regard.
